The design of the controller is conditioned on the response of the actuator. The input and transfer function conditions the response of the plant. There exists a higher dependency between the gain and the response than the input and the response. The motor changes the displacement of the valve which affects the pressure. All of these are plausible based upon our knowledge of control systems.
